How to create a simple database to write and read records?

I want to create a form that will capture simple 5-6 fields such as first name, last name etc.
Then 2 different tabs will show the captured data based on rules.

I am new to WP and I don’t know which database module I should use and how I bind the fields in the webpage to the database?

So far I managed to add 3 tabs in a free template and add a few fields to be captured in the first tab.

Read and insert should be open to the public, but not delete.
