How to create a "premium" and "community" blog

I am currently working on a blog where there are over 4,000 posts. We have recently taken over this website and don’t really think the quality of content is up to scratch in some of these posts. In addition, we have some blog writers that have been recruited to upload new content.
In order to showcase our best material, we wanted a “premium” blog, where we can move all the best content — and a “community” blog, where people can upload their own content regardless of the quality. The idea is to be able to move some of the community-generated content to the premium blog if there is something that we think is worth publicising further.
My clients are intent on keeping the URL structures for the blog the same though, because of the consequences changing them would have for SEO.
I had an idea to tag some of the posts as “premium,” which could then somehow be filtered out and displayed to another page. But this would obviously add something additional to the URL.
I wonder if there is another approach that I am missing which is not immediately clear. Any help would be much appreciated.
