How to create a footer?

If you have a specific set of menu items you want for just the footer, you can create a new menu to add those links, then go to Appearance > Widgets and add that menu to the Footer:

You’ll need some custom coding or an extra plugins to set the mobile footer to have the menu dropdowns.
