Why do you need a plugin? Just upload the photo to the post and post it. WordPress has photo upload and handling capabilities. And posts have comments and such.

There are specialty plugins for photography, but they’re for specific things. What you’re describing is basically just what a blog does. You post things and others can comment on them.

The problem is that i have a selection process which gets you to a range of photographs, you them select which it is you want to comment on – the blog has to attach to the photo not the photo to the blog PROCESS is to say choose country>landscape>black&white then my web site lists the photos in that directory – so i need to comment on one or more photos by choosing them one at a time.

Well, WordPress was not designed with your particular process in mind, so making it fit to that process might be a lot of work. I would suggest hiring somebody to do custom coding for your particular process instead, or changing your process entirely.
