I also want customers to get notice while registering that you need to be a member before registering into the website, how can I achieve that? 

Could you please suggest a few plugins which are free to use and provide these features or options.

Unfortunately, the WooCommerce Membership plugin is a premium plugin and does not have a free version. As for unpaid membership plans for your customers, this is very achievable with the WooCommerce Memberships plugin.

In order to notify customers about membership before registration, you can achieve this by adding a custom message on the registration page of your site.
