How to Configure Shipping Rules?

    Dear Support,

    I have Below shipping rules requirement. Please suggest how to achieve this?

    1* Cart Value= INR 499. Cart Weight=499gms > Shipping = INR XYZ
    2* Cart Value= INR 500 or more. Cart Weight-499gms > Shipping = FREE
    3* Cart Value= INR Any. Cart Weight=500gms to 999gms > Shipping= ABC
    4* Cart Value= INR Any. Cart Weight=1000gms to 1499gms > Shipping= DEF

    and so on. On every 500gms the shipping cost will increase. Distance or location within India has no role in this shipping cost.

    I request you to please suggest, how to achieve this. With or without any plugin.
