How to configure the shipping cost on states base

Hi,

My name is jitesh and I have my e-commerce website. I have just come a cross about this plugin and its seem very helpful, however I am unable to understand the concept of this plugin.

I would like to start shipping in a different states.

So, How can I add prices for different states within india. e.g. product weight is 500gm but shipping partner charge different fees for different stats. e.g Mumbai, shipping will be Rs.30/- and Bangalore it will be Rs.50/-

So, how can I add these shipping cost for different states??
