How to configure mobile theme

I have searched and searched the documentation, and I just can’t find the answer…
The only way to configure settings for a mobile theme (in this case, I want to use “Responsive”), is for that theme to be activated…
Can this plugin only be used with the included themes?
How do I configure the mobile theme of my choice?
