How to commission a theme?

Greetings friends! I’m toying with the idea of running my website completely with WordPress, but I haven’t been able to find the kind of theme I want and I’m hopeless with designing them. How do I go about commissioning someone to make me a custom theme? I have a pretty good idea of what I want, and I’ve seen similar themes, but editing them to get what I want is beyond my capabilities. I’m willing to pay a little or perhaps trade (free/discounted hosting on my server or something).
