How to change URL from minicart buttons?

    Looking for days and days, but can not find the file or area where to change the URL from a button in the empty minicart on the sidebar. I looked in all kind of files in the file manager, appearance, editor etc but impossible for me to find the file.. stuck half a week now and it frustrates me.

    When the minicart is empty, there are 2 buttons. One is to return to the shop which is correctly set, and the other one(retour policy) navigates to the page https://testestest.nl/?page_id=3
    Can somebody please tell me where to change the URL of this button? Or remove the button.
    Because now its navigates to a page that does not exists,

    Thanks for reaching out. You mentioned that there are two buttons when the Mini Cart is empty. On my end, I only see one button, called “Start shopping”:

    In case you’re referring to these buttons, they are using the address of the cart and checkout page as defined in WP Admin ? WooCommerce ? Settings ? Advance ? Page setup:
