How to change taxonomy term ids to reorder them?

I have some taxonomy terms that I am listing on a page. They are ordered by id so that the newest ids go at the top, the oldest (smaller numbers) at the bottom. I have some terms that I have added recently that need to go on the bottom. To do that, I need to change their IDs so they will rank as “older”.

I expect to have to go into the database to do this, but I can’t locate a good and recent tutorial online, and I don’t want to go poking at my database without proper guidance.
