how to change permalink settings

I don’t have access to the Permalink Settings screen since it’s a hosted environment. I went into the database table wp_options and changed permalink_structure to /%post_id%/ … before that it was set to /%postname%. Still the pages are being called by postname. What might I be doing wrong?
