How to change Customer invoice / Order details from manually sent to ‘enabled’?

Hi there.
Woo commerce is not sending me or the customer an email when an order is created.
When the order is created, neither me or the customer receive an email and the order is ‘processing’.A paypal email is received, but not one from the website.
I cannot change the “Customer invoice / Order details ” to ‘enabled’, it is stuck on “manually sent”
Any help would be greatly appreciated.
