How to Build Website Using WordPress

I want to build a full website, not a blog, using WordPress and the PageLines theme. I have a wordpress.com account but I cannot figure out how to access the PageLines theme I downloaded through www.remarpro.com.

I am very new to the WordPress world, and I’m sure I am missing something. Can you please advise how I can build a website using WordPress? Do I need a different kind of account?
