How to build a form to add users to multisite subsite

How would you suggest I create a form that would allow administrators to use a frontend form to add a new user (contributor) to their site?
I built a form and added the short code to a page. I put that page into a menu item that only shows if that person is logged in and is an administrator, so I’m all ready except for the form..
The form I built (in the registration form building area) doesn’t show because I’m logged in. So the registration form building area must only be for new sites is that correct?
