How to block other users setting changes to plugins in multisite?

I want all the subsite to have the same functions in the dashboard and frontend. I cant seem to make it that only the network administrator can change the plugin settings. Is there a way to block access to the plugin settings? Plugins can sometimes have their own dashboard menu and can also be found in the setting menu. How do I make it that only the netowrk administrator can change the settings and functions of plugins?
