How to improve my page cache

So i keep getting this critical message
Page cache enhances the speed and performance of your site by saving and serving static pages instead of calling for a page every time a user visits.
Page cache is detected by looking for an active page cache plugin as well as making three requests to the homepage and looking for one or more of the following HTTP client caching response headers:
cache-control,expires,age,last-modified,etag,x-cache-enabled,x-cache-disabled,x-srcache-store-status,x-srcache-fetch-status.- Median server response time was 1,353 milliseconds. It should be less than the recommended 600 milliseconds threshold.
- No client caching response headers were detected.
- A page cache plugin was not detected.
I had a page cache plugin before and it caused a HUGE amount of innodes to form on my server with my web hosting and caused a blackout of being unable to use any of my websites, so once I removed it and the cache it was able to work again. But now the error is coming up again (reason I had a plugin prior)
Does anyone have some ideas on how I can fix this. I assume this is the issue causing my 503 error when trying to make edits.The page I need help with: [log in to see the link]
