How to avoid ads from inserting above table of contents?

Yes, you can use paragraph clearance options to avoid insertion above TOC:

However, you may need some additional settings for this to work.

Your TOC uses the following code:

<div id="toc_container" class="no_bullets">

</div>

Do the following:

0. Use insertion Before paragraph 1 (instead of Before content – the same position)

1. Add div as tags for paragraph counting (p, div)

This will add counting TOC as paragraph and may change paragraph numbers inside posts!

2. Prevent counting p paragraphs inside TOC div: add div to the list of tags for No paragraph counting inside:

You have wrong item in No paragraph counting inside: div#toc_container
Only tag names can be listed here.

You didn’t configure the plugin as instructed above.

Additionaly, you have again wrong tag name:
NO PAR. COUNTING INSIDE: blockquote, figure, li, ul, toc, div, p

toc tag does not exist.
Also it makes no sense to list p here as paragraphs inside paragraphs are not allowed.
