How to apply automations retrospectively?

Let’s say we have 1000 customers sign up. And then we decide we want to create a contact list that meats a certain criteria. This would normally be done in Automations, so when a user signs up it can apply the automations (e.g. add a tag when user buys from woocommerce).

How do we do this retrospectively, so we can apply it to all previous 1000 customers?

I am concerned the lists are not “live view” of certain criteria, but rely on data being added at the time the user does a certain action.
