How to allow User Registration?????

In Options:
Membership: Anyone can register

and the code:

<li><a href="<?php echo get_settings('siteurl'); ?>/wp-register.php"><?php _e('Register'); ?></a></li>

the only thing i have under options is

General, Writing, Reading, Discussion, Permalinks, Miscellaneious, Sitemaps

nevermind, i found it under general ?? thanks for pointing me in the right direction, it was driving me mad! ??
