How to allow members to subscribe to ALL comments?

I’m looking to set up something so that site members will get EMAIL notifications every time an article is posted, as well as every time a comment is posted for any article. We not interested in subscribing multiple times for comments – we’re looking for a one-time set-up.

Any ideas?
