How to allow endusers to customize the home page by category or tag

I’m looking for a plugin or other functionality that will allow a registered user (probably registered as a subscriber) to customize which categories (or possibly tags instead) appear on the site’s home page. The site will be covering content from many geographic regions, so if someone from NYC registers, they should be able to customize the home page (and feed) to only show NYC, and not Virginia, Florida, etc…

Or should I simply have the site’s home page be a list of choices (similar to how Craigslist.org does it). After a user (no registration required?) clicks a link, a cookie is set to define that as their preference? And they are rerouted to the category archive page?

Maybe I simply have the home page be a list of categories, then they click which they want and are taken to the category archive page.

Any ideas or suggestions would be greatly appreciated. Mike
