    Technically the wprm_rating_stars_svg_url and wprm_rating_stars_svg plugin hooks could be used for that.

    One requires the URL to the SVG and the other the SVG itself. In both cases a second parameter is passed along to indicate the rating that should be returned (0 to 5 stars).

    I do not have any example code right now. You’d copy and paste the SVG to a different location (as part of your child theme, for example) and add the title attribute in there.

    Then use the hooks above to use your own SVG file instead of the one included with the plugin.

    That said. I’m not sure what SEO benefit you’re expecting here?
