How to add custom php and/or change html for homepage

    I have this blog – [ redundant link removed ]
    I want to add some html tags to the homepage and if possible execute some php code whenever someone visits my homepage. However, I cannot understand how to do this.
    Do disabled plugins and themes use up CPU resources?
