How to Add Comments to Pages

Hi

I’m new to WordPress and I’ve tried searching for an answer to this but haven’t found anything obvious as yet (though that’s not to say that an answer isn’t already existing in the system somewhere).

I don’t want comments for each blog item so I have disabled this. However, I would like a separate Comments page. I have set up a page for this and checked the Allow Comments box but the Comments link doesn’t appear on the page. I have checked this on a clean basic install of WP 2.7.1 and see the same behaviour. I have seen sites where Comments are enabled on static pages so how is this done?
