How the plugin protects "wp-content" and "wp-includes" folders?

Are there any settings to protect “wp-content” and “wp-includes” folders?
I have seen a videotraining explaining how to use All In One WP Security & Firewall.
They say that your plugin does not protect “wp-content” and “wp-includes” folders and that some manual code need to be added to .htaccess file.
Is it true?
