How is this hacking possible?

You might be blocking Google by setting too strict Rate Limiting rules:

Or you might be accidentally blocking Google by an incorrect blocking rule that you have created. You can use the advanced IP address filter on the Tools >> Live Traffic page to see why that IP was blocked to then be able to fix it.

You may have created an incorrect custom blocking rule.

You can see the blocking reason if you use the advanced filter below on the Tools >> Live Traffic page:

IP = 66.249.81.132

Thank you for the update.

That blocking is due to the option Immediately block IPs that access these URLs in the Advanced Firewall Options section on the All Options page.

We do see people create incorrect rules for this option so please review them carefully. Once an IP address is blocked by these rules then they will be blocked for any normal page views.

If you don’t want Google to crawl certain parts of your site then you can set up a robots.txt file for your site using their guide below:
