• I’m hosting a blog on my own server, that is running Ubuntu Server, and want to setup another server for testing. If I want to be able to export the database from the live server and import it into the test server, can I still use a different hostname for the blog running on the test server?

I’m a bit of a novice with respect to WordPress but I suspect that to make it work as I’d like the virtual hostname used for accessing the blog must NOT be stored in the database.

Yes – if you use use WordPress’ inbuilt Export/Import in Admin/Tools.

I don’t see anything on my WordPress for administering backup. However, the doc on WordPress website refers to a plugin called WordPress Database Backup. Might that be what is being referred to as inbuilt (e.g., possibly it is included with newer releases of WP than I’m using?)?
