how i want to use the plugin

i am interested in using your plugin on my wordpress site .

specifically, I want to be able to do the following.

once a member creates a membership account, no matter what level they are at

I want them to be able to set up news/membership groups on the platform and moderate them, even though I as manager of the site from the admin of the entire platform, will still have over all control of what they make and weather it stays up or not.

Let me know if your plugin will allow the users to make their own groups OR Forum’s- over which they will be able to to be admin, as creator of the group, but still allow me as admin of the site to have overlord control in the admin, as needed to administer the site?
