How give access to a user to create “only” new users

Hi,
I need to give access and permissions to a particular user to create new user without being administrator.
The best would be to make him/her access directly to the creation user form without have the possibility to access to any other admin item or function.
Is it possible (easily) in some way ?
Is there a ready to use plugin that make it ?
