How do you upload a plugin?

Does anyone have any idea how to upload a plugin? I have been looking for hours upon hours for a upload button so I can upload my plugin.

Send me a link if you do or show me where the upload button is.

If there’s no upload button, then is a “add new” etc any other new name for the button, tab or link.

Please let me know.
