How do you find the URL of a page you created outsite of wordpress?

So I created an email sign-up form in dreamweaver, I uploaded the file to my server. You can see below that I put the file in mytwentyeleven folder.

My Server/public_html/wp_content/themes/mytwentyeleven/email_signup.html

Now here is where my problem comes in. When I type https://www.mysitename.com/email_signup.html , I get an error that says the page doesn’t exist. What am I doing wrong? Did I type the wrong address?
