How do you edit desktop version colors and settings?

I can’t seem to be able to edit the desktop version of the site’s WPR menu

1. how can i get the submenu to stay open/open on hover as a dropdown for example?

2. and sometimes the submenu shows, but when I add new pages, I can’t get it to show.
for example, see https://www.ftiyeshiva.org/monthly-giving/ (no submenu shows) vs. https://www.ftiyeshiva.org/see-the-impact/ (submenu stays open)
