How do I use this?

I have embedded videos on some of the pages of my website using iframes and hosted with Vimeo. How do I use this plugin to make those videos responsive on tablets and smart phones? Currently, my embedded videos are not responsive and I was told this plugin should be able to fix that. Thanks.
