How do I update the PHP version in my WP blogs?

In my dashboard I’ve updated everything, WP, themes, plugins, but there’s a message saying my version of PHP is outdated and needs to be updated. Also, there’s a message saying I should use https, but there’s no instruction how to update that. Shouldn’t all these things be updated with the install of WP? Thanks for any help.
The version I have is 7.0.33 on the blog with “site health” stats. (https://blog.davidhthomas.net) The other blogs (https://glitteringmuse.com) do not say what version just that “WordPress has detected that your site is running on an insecure version of PHP.”
I’m comfortable with going into control panel and phpmyadmin, but I have no idea what to do to update PHP version and set to use https.
