How do I unapprove a user?

    When a user registers and i do not want to approve them what do i do?
    When i use the checkbox and action menu “unapprove” the page refreshes and the user is still pending activation.

    when I hove over the highlighted user there is no “unapprove” link….
    help!

    I want to send the “unapproved email” to people who get denied approval.
