How do I shut off the annoying popup tooltip for anchors in the visual editor?

The most annoying thing! One cannot change anchors w/o an annoying popup that does not go away until you click somewhere else. It is impossible to go down a page with many anchors to change without tripling the time needed for continually getting the stupid popup box to go away so you can see the text under it! How do I shut off the remedial popup tooltip for anchors in the visual editor?
