How do I restore the settings page error.

When I clik in the link (“/wp-admin/themes.php?page=tempera-extra-plugins”) to install and activate the Cryout Serious Theme Settings plugin I get the message:
“You do not have sufficient permissions to access this page.”
Strange… because I am the administrator (100% sure). What could be wrong?
