How do I restore from a zip file. URL is not possible

I have migrated my site to a new host. Made sure that it was successfully cloned and then discontinued by former host account. Now I have a problem with the new site. I can not restore from url, but have saved the zip file. How do I do this? I can not find instruction although I read it is possible. PLEASE HELP SITE IS DOWN
