How do I register someone already uploaded via csv

Hi,

I asked this before but never received a reply. I am wondering if I can do this or is it part of a paid option in UM. Please advise.

I want to upload member data from a csv, ie name, user_id, etc.
I want user to be able to create their own password but they must use the user_id already uploaded.

Is this possible? How can I accomplish this paid or unpaid? Can you point me to an example? Thank you!
