How do I put my site online with xampp and windows 8.1?

How exactly do i put my websites online with windows 8.1 and wamp, xampp,and mamp? From beginning to end step by step at a newbie level? I spend more wasted time on google and youtube the on building my website. I dont know if I’m wording my question wrong or the information isn’t available,
but ill try and explain: I have a windows 8.1 computer. I want to set up my own mail server. I want to to install red5. I want everything to work from a hard drive.(for space) I want to use wordpress 4.1.1 multisite. I need to know the best (free) multisite plugins that are most preferred from security to management only the basic plugins to set it up are needed at this point. My current status: I’m using https://portableapps.com/apps/development/xampp I have all 5 green lights on xampp. version 1.8.3 I need to know how to set up windows 8.1 so that I can put my website online.
