First of all, these are two separate questions and ideal for response separation they should be two different threads – this would make it easier for others searching for similar questions/solutions.
This simplest answer I can give you to both questions is that both require some degree of expertise in order to achieve them – the first is less involved than the second question.
The first issues involves a lot of code hack via a child theme – there are too many parameters and elements that will need their values changed/relocated.
The second one involves using a special script to pull WordPress content in to your static site – for this one you’ll definitely need a developer to assist you. Best place to find one would be https://jobs.wordpress.net/ – this would be the starting point if you need assistance accomplishing the first issue too.

On a side note: Why not simply replace your site with WordPress?
