How do I make comments always visible?

I have a certain page that I would like for the post as well as the complete comments trail (and comments submission form) to be all open and displayed when the reader arrives.

Whether it’s in the dashboard or some snippit of code I need to change, I’m sure it’s something very simple but I can’t find it for the life of me.
