How do I know if my site uses cookies?

As you can tell from the question, I am a noob when it comes to web development.
I am trying to get ready for the GDPR, but I don’t even know if my site uses cookies.What I am trying to understand is: Are cookies something I actively add myself as a functionality, or do plugins do that freely if they need them? Can it happen that I install plugin xyz and then my page automatically uses cookies?
And if that’s the case, do they also ever add this “we use cookies, please accept” banner, or is that always my own job?The page I need help with: [log in to see the link]
