How do I gift a specific user(s) coupon?

I saw that there is an option under the “usage restriction” tab in the coupon setup menu, but when I tested it, it didn’t work.

I saw that there is an option under the “usage restriction” tab in the coupon setup menu, but when I tested it, it didn’t work.
Thanks for reaching back and providing further details about this! I’m afraid I was able to reproduce the issue and subsequently discovered there is a bug report on this.
Meanwhile, the issue remains open, feel free to try out the workaround suggested here.
A plugin like Code Snippets is useful for injecting code safely.

From what I gather, your main goal is to offer a discount code to a customer. Rest easy, as that is also possible using another approach.
Feel free to go ahead with setting the desired usage limits, as seen in the screenshot linked here, and email that coupon code to your customer.
One would have to email the coupon code to the customer somehow, though.
For automating things, instead of manually doing the repetitive tasks, feel free to check out AutomateWoo. With it is possible to send new customers a welcome email and include a coupon, for example, automagically.
