How do I Embed Contact Form 7 shortcode into Theme button shortcode

I want to embed a Contact 7 form in a button so that the user can click “subscribe” and be taken to the form. A pop-up would be best inside the button but I want to use the button shortcode that comes with the theme rather than just inserting a pop-up on the page. I can’t find instructions online on how to put the popup holding the Contact 7 Form shortcode inside a button shortcode. Since the button shortcode is looking for an HTML I’m not sure how to convert it.
Can you point me to a plug in that provides the button as well as the popup or instructions on how to embed the form into a button?
Feeling lost as I’ve spent at least 5 hours over twodays trying to detangle the shortcode/pop-up/modal/theme shortcode world and I’m confused
