How do I edit the “?p=1#comments” page?

It’s not the header.php file that I need to edit… it’s the stuff that goes around it. The header is fine. In the ?p=1 page, the header is being called. I’m not sure where it’s called, but in all the other pages, it is clear. I edited the code around the header call, and I need to do it to this page too.
