How do I disable the auto scrolling when replying into a post/comment

I’m having a hard finding the css code responsible for this feature, I just want to stop the theme from auto scrolling whenever is replying into a post or a comment(threaded comments) or if possible making the auto scrolling in replying into a comment properly because it just auto scroll at the bottom of the page
