How do I Create a List of Themes?

    I searched the plugins and the web, but I could find no solution for this. I would like to create a list of available themes. I want to show the list of installed themes to my users. For example suppose I want to design a WordPress website for someone. I would like to show them a themes list, and let them select one. Unfortunately the Farsi WordPress website: https://www.WPPersian.com does not show the demos of themes. How do you create “List of Themes” for your own website? How can I do this?
