How do I add private user 'home pages'? (Plugin?)

I would like to set up an individual user page, accessible only to them or to administrators, for each person who creates an account on my blog. The user couldn’t edit it, the administrator could, and each new page would be copied from a template.

If there’s no relatively easy way to do that, then as an alternative, I would like to approve new users and set up such a home page manually myself for each one. It would still have to be login only, and private to that individual user (and the admin).

Does anyone know of a way to do this? I’ve been poking around in the plugins but I haven’t seen anything that looked promising.
